You need a plan!  Start with overall, integrated schedule for your construction program with defined milestones.  Then, for each contract (both A/E and general contractor), require a CPM schedule.  Use the schedule to ensure your strategic milestones will be met, demand periodic updates and get recovery schedules when required.  Scrutinize these schedules and ensure they are realistic plans to complete the work and are properly coordinated with other contractors' schedules.  The risk is just too great not to have a CPM schedule.  Click here to get started.
